Salary: $58,000.00 – $63,000.00 Annually

The Georgia Department of Community Health (DCH) is one of Georgia’s four health agencies serving the state’s growing population of almost 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP), Office of Health Planning, and includes Healthcare Facility Regulation (HFRD) impacting one in four Georgians.  Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state’s most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s four program divisions. DCH employees are based in Atlanta, Cordele and across the state.

DCH is currently seeking a qualified Assistant Manager of SHBP Member & Employer Services for the Eligibility & Benefits Administration (EBA) Unit within the State Health Benefit Plans (SHBP) Division.  The SHBP Division, serves as the state’s administrator of health insurance coverage for State employees, Teachers, Public School employees, Retirees, and Former Employees, and Covered Dependents.  Pursuant to 29 U.S.C § 1003(b), SHBP is a non-federal governmental self-insured plan, which is exempt from the Employee Retirement Income Security Act (ERISA).  The EBA unit is responsible for the day-to-day operations of approximately 660,000 members and their dependents, and over 500 employing entities served.  The position is based in downtown Atlanta, GA (Fulton County).

 Job Responsibilities:
Under general supervision of the Member Services Manager, assists with management, orientation, training, and/or providing task guidance to Member Services and Employer Services Supervisors (approximately 2 to 4) in SHBP’s Eligibility and Benefits Administration (EBA) Unit.  Performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of Member Services and Employer Services operations. Exercises independent judgment.  Assists both the Member Services Manager and Employer Services Manager by partnering with other internal Units and Eligibility Vendor to address business issues and escalations. Assists both the Member Services Manager and Employer Services Manager by providing high level support for various projects, contracts, specialized functions, and/or the implementation of policies, processes and procedures.

This position reports directly to the Member Services Manager, and secondarily reports to the Employer Services Manager.

Responsibilities:

  1. Acts as a Subject Matter Expert (SME) for Eligibility and Benefits Administration Unit (EBA) and the SHBP Eligibility Vendor.
  2. Researches and reviews escalated member and employer issues and concerns and provides resolution to SHBP leadership and DCH leadership, as applicable.
  3. Liaison to Program Manager and/or Project Manager for continued improvement of Member Services and Employer Services processes.
  4. Develops program materials for internal and external staff and members.
  5. Training and education to members, employers and external parties.
  6. Collects, complies, and analyzes programmatic and operational data; prepares reports and makes recommendations or determinations based on analysis.
  7. Documents underlying trends, irregularities and possible causes for changes in data.
  8. Assist both Member Services Manager and Employer Services Manager with oversight and staff development of Member Services and Employer Services Supervisors and Specialists.
  9. Monitor business processes/procedures adherence.
  10. Any other professional duties as assigned
Minimum Qualifications:
Bachelor’s degree in a related field from an accredited college or university AND Two years of experience managing professional level staff
OR
Six years of related professional experience AND Two years managing professional level staff.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Key Skills & Qualifications:

  1. At least 3 years of professional experience in a healthcare management, healthcare benefits or benefits operations setting
  2. Demonstrated leadership ability
  3. Knowledge and experience in health benefits and health insurance plans
  4. Knowledge and experience in medical insurance eligibility
  5. Knowledge and experience in benefits administration
  6. Ability to develop, implement and review policies and procedures
  7. Exceptional verbal communication and writing skills.
  8. Ability to communicate effectively with constituents and internal and external executive level professionals.
  9. Ability to assist with escalated, time-sensitive, escalated issues and to successfully execute job responsibilities, which may occasionally result in work outside of normal business hours.

  7.
